Mr. Carbó holds a Bachelor of Science degree in Civil Engineering and Master of Science degree in Environmental Engineering from Northeastern University, a Juris Doctor degree from Vermont Law School, and a Master of Environmental Management from Yale University. He is admitted to practice before the Supreme Court of Puerto Rico, the United States District Court for the District of Puerto Rico, and the United States Court of Appeals for the First Circuit.
He is the former inaugural Director of the Puerto Rico Grid Recovery and Modernization Team. Led by the Department of Energy (DOE), the Puerto Rico Grid Recovery and Modernization Team supported Puerto Rico in rebuilding an electricity grid that is more resilient, more secure, and capable of supporting 100% clean electricity by 2050.
Prior to joining DOE, Mr. Carbó was Director with the Environmental Defense Fund (EDF)’s Energy Transition program. He focused on energy policy and community-driven solar and storage projects to bring clean, affordable, and reliable electricity to the island and address its long-term energy and economic development needs. He also worked with climate, coastal resiliency, and food security policy issues with EDF in the Caribbean.
Mr. Carbó was also the first Chairman of the Puerto Rico Energy Commission (now the Puerto Rico Energy Bureau), Executive Director of the Puerto Rico Solid Waste Authority and Assistant Regional Counsel at the U.S. Environmental Protection Agency (EPA) in Dallas, Texas. While at EPA, he led the Federal Implementation Plan rulemaking process for one of the largest energy generation plants in the United States.
He has extensive experience in corporate environmental, land development, and energy matters in the private sector. Mr. Carbó is rejoining the firm, bringing with him a wealth of experience and a renewed commitment to advancing sustainable energy and environmental solutions.
